the outrage is not essential to a final settlement,
if the Japanese authorities refuse to give such an
assurance.
3. In conclusion I am to say that
Mr. MacDonald shares the Governor's view that there
can be no room for dispute as to the number of
aeroplanes which dropped bombs and used machine
guns on British territory.
